Reactor spent fuel pools pose the most severe risk to public safety at nuclear power stations. There is currently 40,000 tons of spent fuel in vulnerable pools at a majority of the nations 103 reactors — representing some of the largest concentrations of radioactivity on the planet.

The federal government concedes that a loss of water in a spent fuel pool will lead to a severe radiological fire, which could be comparable or worse than the Chernobyl accident. In fact, a study done by the government estimates that a spent fuel fire could cause 23,000 fatal cancers and $59 billion in property damage.
